Leadership Initiatives

1. AMCDRR, 2016

The theme of the AMCDRR 2016 was “Risk Sensitive Development for Community Resilience.” The conference provided a unique opportunity to the disaster management fraternity from across the world to shape the implementation and monitoring of the Sendai Framework in Asia.

It was attended by 61 delegates from Asia and Asia Pacific countries in addition to representatives of UN agencies, NGOs and other local stakeholders like Ministers of State/UTs, Chief Secretaries, Director General of Police, Relief Commissioners, Secretaries of the States/UTs, Members of District Disaster Management Authorities, senior functionaries of Zila Parishads, Municipal Corporations, Municipal Councils and experts in the field of disaster management.

The conference concluded with a political declaration, reaffirming the government and stakeholders’ commitment to Disaster Risk Reduction and, adoption of Asia Regional Plan for implementation of the Sendai Framework for Disaster Risk Reduction.

2. Bay of Bengal Initiative for Multi- Sectoral Technical and Economic Cooperation (BIMSTEC)

The Government of India organize the first ever BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) Disaster Management Exercise from 10-13 October 2017, to be spearhead by the National Disaster Response Force (NDRF). 150 disaster management professions from BIMSTEC countries will participate. Through this initiative, the important aspects of responding to disasters through collaborative efforts and pooling of resources and expertise will be addressed.

South Asia constitutes a distinct and clearly defined ecology and faces the common problems vis-à-vis expanding population, scarce resources and degrading environment. It is thus imperative to create a collaborative, trans-border system to deal with risks posed due to natural hazards.

Through this initiative, the importance of a well-coordinated response within BIMSTEC, with Bangladesh, India, Myanmar, Sri-Lanka, Thailand, Bhutan and Nepal as participating countries will be addressed.

Brics Conference on Disaster Management 2016

First Annual Disaster Management Exercise for BIMSTEC countries held on 10-13 October, 2017 at The Hotel Ashok, New Delhi and the National Capital Region (NCR).

The Government of Republic of India hosted the first Annual Disaster Management Exercise for ‘Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation' (BIMSTEC) countries (BIMSTEC DMEx-2017) on 10-13 October, 2017 at The Hotel Ashok, New Delhi and the National Capital Region (NCR).

3. SCO Meeting in 2019

The Union Home Minister Shri Rajnath Singh led a delegation to the Kyrgyz Republic to attend the 9th Meeting of Heads of Government authorities of Shanghai Cooperation Organization (SCO) Member states, dealing with the prevention and elimination of emergency situations held on 24th - 25th August, 2017. The Indian delegation includes senior officers from the Ministry of Home Affairs, the National Disaster Management Authority (NDMA) and the Ministry of External Affairs.

In 2017 India got SCO full membership and Hon’ble Prime Minister attended its annual Shanghai Cooperation Organization Summit meeting in Astana in June, 2017. The membership of India to SCO will open additional opportunities for giving of a new impetus to the development of International cooperation in the field of protecting the population and territories from emergency situations within the framework of the SCO and will bring it to qualitatively new positions in regional and global formats. The Meeting discussed progress against the actionable points of the previous biennial plan and agreed activities for the 2018-2019.

During this meeting Union Home Minister also moved a proposal to organise a Joint Urban Earthquake Search and Rescue exercise of SCO member states to improve collective preparedness and also to host the next meeting of SCO head of departments dealing with disaster prevention in 2019. Both the proposals moved by the HM were accepted unanimously by all the members of the Shanghai Cooperation Organisation (SCO).

Home Minister also had bilateral meeting on the sidelines of SCO meet with the Mr. Vladimir Puchkov, Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Natural Disasters. The meeting took place in an atmosphere of mutual understanding and constructiveness and it was mutually agreed to intensify the cooperation in the field of disaster management in order to minimize the risk we face due to increased frequency of natural calamities. 4. SAADMEx, 2015

The Government of India organized the South Asian Annual Disaster Management Exercise (SAADMex) from 23-26 November 2015, in New Delhi. The main objective was to synchronize efforts to institutionalize regional cooperation on disaster response among SAARC member countries.

All the SAARC member countries participated in first ever joint exercise conducted by the National Disaster Response Force (NDRF) of India. The focus was to test the inter-governmental coordination and create synergy to synchronize efforts to institutionalize regional cooperation on disaster response among the member countries of the SAARC region.

It was followed by the SAARC Regional Workshop on sharing best practices and to deliberate upon the outcomes of SAADMEX 2015 on 27th November 2015.
